Portland welcomes you! Portland is located in the northern portion of Middlesex County. The Connecticut River, which flows along the town's entire western and southern borders, has contributed significantly to the rich historical heritage as well as to the social and economic development of the town. Brownstone quarrying, shipbuilding, and tobacco farming were the oldest industries in Portland. Today, this small New England town is the home to 8,500 residents, many busy companies and small businesses, active churches and civic and community organizations, a comprehensive modern library, and quality schools.

"Come On Over!" has been the unofficial motto of Portland since the Strong and Hale Lumber company painted these words on a wharf facing Middletown across the Connecticut River. This invitation is as strong as ever today in Portland, so drive over the Arrigoni Bridge for a visit.

Our government consists of an elected Board of Selectmen headed by a First Selectman. Budgets are passed by approval of the Town Meeting. Elections are held biennially in odd years.

The Park and Recreation department sponsors a variety of seasonal activities for all ages. In the summer months, children ages 5-13 participate in a playground program, older children ages 9-13 may join a tennis program. Summer Fun Runs for all ages are held at Valley View School. Summer concerts are held on the green behind Town Hall.

The Town Tech Educational Partnership (Town Tech Program) is in full swing. Edward Yush and David Kuzminski are developing projects that give high school students hands-on experience working in town government while saving town money. Projects that students work on include: producing the annual report, managing the town's fixed assets inventory program, computerizing town water map drawings, and developing informational brochures for the town.

Routes 17 and 66 serve the town of Portland. They merge just before the Connecticut River to go over the Arrigoni Bridge, where there is immediate access to Route 9 which in turn provides access to I-91 and I-84. Middletown Area Transit runs a bus into Portland five times each weekday. The fare is $1.00 for adults, .50 for seniors & disabled passengers. The route follows Marlborough Street, High Street, and Main Street and the bus may be waved down at any safe location along the route.
