The land that we know as Penfield was purchased in 1795 by Daniel Penfield, whose homestead remains on Penfield Road. Due to this location, the town was slow to develop, although by 1870 there were over 200 residents. Many mills were built along Irondequoit Creek, including the present day Daisy Flour Mill. One of the oldest roads is Five Mile Line Road. Where it crossed "the road to the mills", Penfield Road, a hamlet grew to be known as "Four Corners."

Nurseries and farming were to become big business in the later part of the 1800's. Suburban development escalated sharply during the 1950's and 1960's and continues at a steady pace. From 1950-1960 the population grew by about 7,000 and another 5,000 people were added by 1980. The present day population is estimated at 32,000. The Town of Penfield is essentially a residential community and the current Master Plan dealing with development focuses on and supports our slogan "Town of Planned Progress."

The Town is committed to effectively managing activities to provide high quality services at competitive prices. Town support is essentially funded by the Town real estate tax levy and is closely followed and controlled by the Town Board. The basic direction of the Town of Penfield is to continue to grow as a residential community and be an area in which people seek to raise their family. The Town Board is the elected body that is responsible for managing the Town.

Located in the eastern portion of Monroe County, Penfield's 37 square miles are bordered by the towns of Irondequoit and Brighton on the west, Webster to the north, Perinton and Pittsford to the south and Wayne County to the east. Like a large bowl, Penfield is surrounded by hills made of sand and gravel, with the highest point being 640 feet above sea level. The majority of Penfield is built on a bedrock of limestone known as dolomite. Irondequoit Creek passes through the Town on the southwest side of Lake Ontario and can be accessed by Irondequoit Bay on the north end of Town.

The Town of Penfield owns or operates several recreational sites, most of which presently serve dual neighborhood and town wide needs. These are operated and maintained by the Recreation and Parks & Facilities Departments, and include: Harris-Whalen Park -- 46.2 acres football fields, basketball courts, playground equipment, lighted tennis courts, cross country ski trails, picnic areas, shelters, sledding hill and restrooms; Town Hall Park -- 57.16 acres of little league fields, softball fields, multi-use field, handicapped accessible fishing, nature trail, fitness exercise course, handicapped accessible play equipment, picnic shelter, basketball and lighted tennis courts, ice skating, sledding hill, and restrooms; Linear Park -- 18.5 acres of hiking & nature trails, handicapped accessible fishing, picnic area, shelter, and restrooms; Greenwood Park -- 20 acres of softball field, basketball court, tennis courts, play equipment, and multi-use field; Penfield Community Center -- 8.4 acres including a gymnasium with basketball court, stage, community room with kitchen, outdoor play equipment equipped for disabled, public library, senior citizens lounge and activity room; and a 1000 Acre Swamp

Penfield is fortunate to have many cultural organizations that add greatly to the quality of life. They include the Penfield Players, Penfield Symphony Orchestra, Penfield Art Association, Friends of the Penfield Public Library, Friends of Dayton's Corners School, Thousand Acre Swamp Preservation Committee, Penfield Heritage Association and Theatre Arts of Rochester. The Town of Penfield is served by three school districts. Penfield Central School District covers the largest portion of the Town.
