Many opportunities for performers and audiences are available in Rome, for those who appreciate theater and the creative arts. The Capitol Theater of the Performing Arts puts on several performances a year, using both professional and local talent. The Capitol's presentation of "The Nutcracker" in conjunction with the John Hayes O'Neill School of Dance is an established holiday tradition. The Rome Community Theater, staffed entirely by volunteers, presents four plays a year, as well as children's plays and special productions.

The Rome Art and Community Center is located in a Tudor-style home on a two acre plot in an attractive residential neighborhood. Three galleries showcase the work of regional artists and touring exhibits. The Center also offers sessions in painting, photography, basketry, quilting, pottery, and many youth classes and workshops.

Jervis Public Library is the busiest library in the Oneida- Herkimer-Madison county area with an annual circulation of over 320,000. Jervis Library's collection exceeds 120,000 items, meeting the needs of all ages and interests. Jervis is linked to the Mid-York Library System, a network of more than fifty member libraries. The Syracuse Symphony Orchestra, one of thirty major orchestras in the United States, performs a series of concerts at the Capital Theater each year. Summer in Rome wouldn't be summer without the Symphony's annual open-air concert on the lawn of Fort Stanwix National Monument during the annual Honor America Days celebration. The city rings all year from the rousing finale of "The 1812 Overture", followed by John Phillip Sousa's "Stars and Stripes Forever" and fireworks.

The Honor America Days celebration is timed to commemorate the siege of Fort Stanwix during the American Revolution, in late July and early August. Week-long events are planned including "Drums Along the Mohawk", an international drum corps competition.

An annual "Taste of the Arts" fall festival on the downtown mall features fine artists, performers, hands-on activities, crafters and many food booths.
