The small community of Seven Hills was originally part of a tract of land given to the colony of Connecticut by King Charles II of England in the Charter of 1662. After the Revolutionary War, the Connecticut Land Company divided the land into townships and one of these townships was named Independence Township.

Garfield Heights and Valley View were detached from the township and the remaining area was maintained as a township until 1927 when the Village of Seven Hills was incorporated.

A schoolhouse built in 1861 is part of the city's early legacy. This schoolhouse became the town hall when the village was incorporated. In 1983 Seven Hills purchased an elementary school from the Parma School District and renovated it into the current city administration complex on Hillside Road. This facility houses City Hall, community rooms and the Police Department. The modernized building was dedicated in 1986.

Seven Hills is now a chartered city with a mayor and seven council members, four representing wards and three at-large.
