In March of 1803, Scioto Company members contracted to buy 16,000 acres in the military district for $1.25 an acre. In April of the same year, James Kilbourne led an advance party of families from Connecticut and Massachusetts to this land. They plotted a New England village of 164 lots around a central public square and the Scioto Company voted to name the town for one of Ohio's first two senators, Thomas Worthington. In 1807, the first Worthington post office was authorized. A year later, James Kilbourne built a commercial building for a newspaper, store, and survey office. This building is now believed to be the oldest commercial building in continuous use in the state of Ohio. The first church building in Worthington was erected in 1823 by Methodists. In 1829, Worthington's first public school was built. In 1830, Presbyterians build a church on the northwest corner of the public square where the current church still stands today.

On March 9, 1835, the village of Worthington was incorporated by the Ohio legislature and James Kilbourne was chosen as the first mayor. The first jail, which was an 18 x 30 ft. brick building, was built in 1880. Telephones came to Worthington in 1899 by Franklin Telephone Co. and within a year, there were 125 phone lines. The Worthington Fire Department was organized in 1916. Colonial Hills Subdivision was annexed to Worthington in 1954, which increased Worthington's population by an additional 5,000. This made Worthington eligible for city status. Later in 1956 Worthington officially became a city and in 1992 the city celebrated it quinquennial by adopting a city flag.
